NY State Department of Agriculture and Markets offers a "Home Processor Exemption" for people who are baking, and some other products. Hi Lakisha! I agree with James. Starting from home seems like a good thing to pursue. If there are any shared commercial kitchen spaces near you (like Hot Bread Kitchen in Harlem or South Fork Kitchens -- http://www.amagansettfoodinstitute.org/south-fork-kitchens/food-business-incubator), check out what events they offer. These spaces usually host free events geared towards people who are trying to get started.
