Another person asked the same question, and the official website response was:

"Business Mentor NY is an entirely FREE service.  Mentors should never charge for their advice.  If you have any questions, please reach out to support@businessmentor.ny.gov". 

Mentors are basically doing this voluntarily. Once you find a mentor on this site, you will need to decide with the mentor on the frequency and method of communication, scope of advice, etc.
